ECONOMIST / Sr. ECONOMIST JOB DESCRIPTION

About CEGIS

Centre for Effective Governance of Indian States (CEGIS – pronounced See-Jis) aims to improve lives by helping Indian state governments deliver better development outcomes.

Informed by cutting-edge research and evidence as well as a practical orientation toward implementable ideas, CEGIS works with State Governments in India to enable a transformative improvement in their functioning. The vision and Theory of Change (ToC) reflects extensive research done by Prof. Karthik Muralidharan (CEGIS Co-Founder and Scientific Director) and strategic philanthropic support provided by Mr. Ashish Dhawan (CEGIS Co-Founder).

Prof. Karthik Muralidharan is the Tata Chancellor’s Professor of Economics at the University of California, San Diego. Based on over two decades of research and policy engagement, his book, Accelerating India’s Development: A State-Led Roadmap for Effective Governance, systematically analyses India’s governance challenges and provides actionable, evidence-based strategies, emphasizing state-level reforms as critical for India’s advancement.

Ashish Dhawan is a leading Indian philanthropist and the Founder-CEO of The Convergence Foundation (TCF). He is also the Founding Chairperson of Ashoka University and the Central Square Foundation, and is a governing board member of the Gates Foundation. Before his second career as a philanthropist, Ashish was among India’s most successful private equity investors.

CEGIS Approach and Model of Functioning

Our solutions to enhance governance are co-created with state governments in a “state-led” way, where we focus on deep partnerships with states with an iterative cycle of “think-demonstrate-document-transfer”. We work closely with the top bureaucratic leadership, front-line workers and public officials in Finance, Planning, Human Resources and a few other priority line departments.

In alignment with our four principles or pillars of change - outcome measurement, personnel management, strategic public finance, states and markets, CEGIS is currently working with the governments of Telangana, Tamil Nadu, Karnataka, NCT of Delhi, Assam, and a few Government of India entities like the NITI Aayog and Capacity Building Commission (CBC) across a range of projects and sectors. Many of our solutions reflect ideas outlined in Prof. Muralidharan’s book, and these solutions are constantly being refined based on real-time feedback and are designed to both be customized to the contexts we are working in, and to create templates that can provide the starting point for replication across contexts.

To further explore the mission of CEGIS and the impact we hope to have, please take a look at this video of our CEO, Dr Vijay Pingale.

The Position: Economist/Sr. Economist

As the demand for CEGIS’s offerings is growing, we are looking to hire multiple Ph.D. holding economists to join the “Economics and Statistics Unit” (ESU) at CEGIS to conduct economic analysis focused on state-level policy issues in India. In this pivotal role, you will be at the forefront of driving analytical work and conducting impactful research on policies and programmes that can boost the effectiveness of thousands of crores of public spending, and thereby improve the translation of public expenditure into development outcomes for millions of people.

You will work closely with a diverse team of analysts and economists in close collaboration with senior government officials and with technical guidance and inputs from CEGIS Co-Founder and Scientific Director, Prof. Karthik Muralidharan (and other faculty members as appropriate).

As a CEGIS Economist, key responsibilities will include (but not be limited to): (a) conducting original research and technical analysis to evaluate new proposed expenditure items; (b) conducting economic analysis of government policies and programs and evaluating key programs; (c) staying abreast of and summarizing relevant research for answering policy questions; (d) knowing and understanding major datasets on the Indian economy, and helping to merge and manage these datasets to enable rapid policy-relevant analysis, (e) identifying and liaising with academic and other researchers to obtain expert inputs into policy decisions, and (f) mentoring and coaching teams of analysts with undergraduate and master’s degrees. • Engage with a range of stakeholders, including government officials, researchers, and think-tanks, to foster effective policy dialogues and knowledge sharing across Indian states, and beyond.
  • Support CEGIS teams and projects in developing and implementing evidence-based policy solutions, providing critical economic insights and analyses.

o Knowledge Creation and Dissemination

  • Draft high-quality notes, reports, policy briefs, and academic papers, applying economic concepts and analytical methods effectively.
  • Create and present accessible content to communicate complex economic findings and insights to both academic and non-academic audiences.
  • Serve as a liaison between CEGIS projects and external academic and technical experts, ensuring the relevance and rigor of economic analysis.
  • Contribute to and oversee the production, quality control, and dissemination of diverse knowledge outputs, including academic publications.
  • Engage with media, public forums, and academic conferences to promote discourse on key economic issues and share CEGIS’s research contributions.

Education

  • Ph.D. in Economics, Public Policy, Applied Statistics/Data Science, or a related field is strongly preferred. (0-5 years’ experience will be considered for an Economist position and 5-10 years would be evaluated for a Sr Economist position)

  • Capability in preparing high-quality policy briefs, research papers, and notes.
  • Exposure to project design and implementation, particularly in collaboration with government officials or large-scale projects, is advantageous.
  • Demonstrated interest in government functioning improvement and using research and evidence to inform policy.

MARKINDOWN is a multi-year project aiming at investigating the role played by monopsony (monopoly power in the demand for labor) in widening earning inequalities. Recent studies documented the pervasiveness of monopsony power in modern labor markets. Monopsonistic employers can cut wages without losing workers to competitors, pay labor below its productivity and hire fewer workers than in a competitive labor market. The resulting equilibrium is inefficient insofar as it reduces the size of the labor market.Moreover, workers tend to be exposed to excessive work injury risk. Monopsony contributes to explain declining labor shares of income, persistently high levels of workplace accidents, and limited disemployment effects of minimum wages. Much less is known about the role of monopsony in increasing earning inequality. This project aims at filling this gap by i) contributing to a better understanding of the sources of monopsony power and ii) assessing their relevance across different socio-economic groups.

Monopsony power can be due to anticompetitive arrangements introduced often in a non-transparent way in labor contracts. Another source of monopsony power is lack of information on alternative job opportunities. Frictions in the matching of workers and vacancies may discourage risk averse workers when planning to quit the firm after wage cuts. Spatial mismatch in the allocation of jobs and quitters may increase monopsony power vis-à-vis workers having a stronger distaste for commuting. Some groups of workers may also have stronger cognitive biases when interpreting available information on outside opportunities.

The MARKINDOWN project will i) assess the incidence of anticompetitive arrangements in Europe, ii) estimate firm-level labor supply elasticities across different categories of workers, and iii) using survey and experimental methods, evaluate to what extent the heterogeneity among socio-economic groups of willingness to quit a low-paid job is related to lack of information or cognitive biases.

Job Description:

The candidate will be directly involved in different phases of the PI's research project on the topic of monopsonistic power and its implications for income inequalities and will carry out his own research activity on these topics.

The profile is that of a young researcher who is about to obtain or has obtained a doctorate in economics, particularly interested in the fields of the labor market, labour supply elasticity estimates, no-compete clauses in employment contracts, social protection, and industrial relations, with solid foundations in empirical methodologies and data analysis. Prior experience in survey design and implementation as well as in the delivery of information experiments is highly valued, although not mandatory.

With access to Denmark’s globally unique data resources, you’ll explore these issues in depth, combining insights from Public Economics, Labor and Health Economics, Behavioral Economics, and more. Supported by the Danish National Research Foundation, CEBI merges administrative data with behavioral experiments and surveys to offer an unmatched empirical foundation for your research. This is more than a PhD — it is a chance to work with world-class mentors on questions that matter, using advanced methodologies to make a meaningful impact.

The Department of Economics and CEBI is pleased to announce openings of a fully-funded PhD scholarship as part of the research project “The Role of Preferences and Beliefs in Shaping Physician Careers”. This project is funded by the Independent Research Fund Denmark.

You will be involved in research centered at the high-skilled labor market for physicians. Health care sectors across the world are challenged by physician shortages to match increasing demands for care. Failure to recruit and retain a diverse group of physicians in health care can be catastrophic for public health and individual patients. It can further increase inequality in access to health care, extend waiting lists unnecessarily, and keep talents of different genders and backgrounds from pursuing a medical research career within the profession. Our hypothesis is that individual physicians’ preferences, circumstances, and beliefs determine career aspirations, their realized career and family outcomes. We ask two overarching questions: 1) How are physician beliefs about career and family trade-offs shaped over the life-cycle? 2) How do preferences, circumstances and beliefs impact aspirations and realized outcomes? Using survey experiments linked at the individual level to data from administrative sources, including a randomized lottery that determines physicians’ first jobs, we will disentangle how different mechanisms causally shape physician preferences, beliefs and careers.

Join the project and collaborate with Torben Heien Nielsen (Professor at the Department of Economics) and Frederik Plesner Lyngse (Assistant Professor of Health Economics at the Department of Public Health). Successful candidates will not only work closely with senior researchers but also have the chance to pursue independent research. We therefore invite you to include a description of a potential independent research project in your application. Your description should articulate and justify a research question, as well as discuss data sources and empirical designs to address it.

2/3 of the scholarship is funded by the specific project “The Role of Preferences and Beliefs in Shaping Physician Careers”. The remaining 1/3 is funded by CEBI.

As a PhD Fellow you will be affiliated with Center for Economic Behavior and inequality, CEBI, a center of Excellence funded by the Danish National Research Foundation. The main goal of CEBI is to provide cutting-edge empirical research on the role of behavior in generating inequality and its underlying sources. CEBI combines several fields and methods: Public Economics, Labor Economics, Health Economics, Behavioral Economics, Household Finance, Political Economics, Microeconometrics, Experimental and Survey Methods and Structural Modelling. The current group includes 14 senior researchers, 11 junior researchers, 12 PhD students, 7 research assistants and 7 international researchers from New York University, Pompeu Fabra University, Princeton University and University of Zürich. For further information about CEBI see: www.econ.ku.dk/cebi.

The position starting date is 1 September 2025.

Ox Ref 176185 (EJM 11180)

CSAE Postdoctoral Researcher

Grade 7 RS: £38, 674 – 46, 913 p.a.

The Centre for the Study of African Economies [CSAE] is an internationally renowned development economics research centre at the University of Oxford, with researchers based in the Department of Economics, the Blavatnik School of Government [BSG], and the Oxford Department for International Development [ODID]. We conduct research on economic challenges largely on Africa and increasingly also in South Asia.

The postholder will have an exciting opportunity to engage with the large community of researchers working in developing countries at the CSAE, the broader Oxford academic community, and with other researchers at universities and international organisations working on similar areas, while also developing their own research portfolio. Oxford provides a vibrant environment for researchers in the social sciences. Many previous Oxford postdoctoral fellows have moved on to permanent faculty positions at leading universities in the US and Europe, or in leading public policy organisations.

This is an open post-doc suitable for a candidate with a recent PhD to conduct research in development economics for three years at CSAE, based at the Economics Department in Oxford. The research should be related to the African continent, or on economic themes with direct relevance to it.

The duties of the role are as follows:

Develop further an existing or new portfolio of independent research, preferably with Oxford-based researchers, consistent with the aims and objectives of the CSAE;

Contribute to the development economics research community, including contributing to the organisation and attendance of seminars, and workshops, contribute through mentoring and/or supervision of students, and other activities consistent with further developing the vibrant development economics community at Oxford. There are teaching opportunities but they are not a requirement beyond contributing to some supervision of students in master’s degrees.

Contribute, in ways commensurate with other members of the Centre for the Study of African Economies, to its activities, such as its preparations for the annual conference and its capacity building activities focused on sub-Saharan Africa’s research community.

Candidates are encouraged to send their applications by the 15th of January 2025. Online interviews for shortlisted candidates are scheduled for late January 2025 - early February 2025.

Postdoctoral Research Fellow

The postholder will join Associate Professor Dennis Egger as an inaugural post-doctoral fellow of a new research group for macro-experimental development at Oxford. The group will focus on combining experimentation at-scale with more structural approaches to economics to learn about the challenges and impacts of large-scale development interventions. Thematically, the research agenda will initially focus on the macroeconomic and general equilibrium impacts of cash transfers and social protection more broadly, particularly in East Africa (Malawi, Rwanda, and Ethiopia).

The group will work with partner organisations, including local governments and the NGO GiveDirectly.

This is a postdoctoral position attached to a new research group for macro-experimental development at Oxford, combining large-scale RCTs with structural economic modelling. The postholder will work within a team of fellows, including at least two post-doctoral fellows, a research manager, several doctoral students, and pre-doctoral fellows. It is also embedded in the broader CSAE network, with ample opportunity for collaboration.

It is suitable for a candidate with a recently completed PhD in economics to conduct research in development economics for three years at CSAE, based at the Economics Department in Oxford. The successful candidate will ideally have experience with fieldwork, a strong technical background in data analysis and economic modelling (e.g. spatial equilibrium models, macro models). Their research should be related to the African continent, or on economic themes with direct relevance to it. Applicants originally from sub-Saharan Africa are strongly encouraged to apply.

The duties of the role are as follows:

1) To engage in research of a quality commensurate with publication in leading international economics journals, and to present their research at international conferences and research workshops.

2) To carry out collaborative projects with other members in the group, and with colleagues in partner institutions, and research groups

3) To play a full role in the intellectual life of the development economics research community, including contributing to the organisation and attendance of seminars, and workshops, contribute through mentoring and/or supervision of students and pre-docs, and other activities consistent with further developing the vibrant development economics community at Oxford.

3) To support the set-up of a new macro-experimental development group at Oxford, including through the development of research strategies and plans, fundraising, and mentorship of group members.

4) To contribute, in ways commensurate with other members of the Centre for the Study of African Economies, to its activities, such as its preparations for the annual conference and its capacity building activities focused on sub-Sahara Africa’s research community.

5) The postholder may have the opportunity to teach (remunerated, flexible, and not required). This may include lecturing, small-group teaching, and tutoring of undergraduates and graduate students.

6) To independently manage their academic and associated administrative duties, to coordinate their workload, meet deadlines. The role involves project management, to co-ordinate multiple aspects of work to meet deadlines, co-operating in the administration of the research projects.

7) To support the organisation, management and supervision of research assistants.

Candidates are encouraged to send their applications by the 15th of January 2025. Online interviews for shortlisted candidates are scheduled for late January 2025 - early February 2025.

Researchers benefit from access to unique and restricted data sources, research assistants, and strong institutional support for conference travel and journal submissions. The Research Division hosts an international seminar series, organizes academic conferences, and maintains an active visitors program. The Center on Budget and Policy Priorities (CBPP) is a nonpartisan research and policy institute that advances federal and state policies to help build a nation where everyone — regardless of income, race, ethnicity, sexual orientation, gender identity, ZIP code, immigration status, or disability status — has the resources they need to thrive and share in the nation’s prosperity.

CBPP combines rigorous research and analysis, strategic communications, and effective advocacy to shape debates, affect policy, and inform effective implementation both nationally and in states. It works closely with a broad set of national, state, and community organizations to design and advance policies that promote economic justice; improve health; broaden opportunity in areas like housing, health care, employment, and education; and lower structural barriers for people of color and others in communities that continue to face systemic barriers to opportunity. CBPP promotes policies that will build a more equitable nation and fair tax policies that can support these gains over the long term. CBPP also shows the harmful impacts of policies and proposals that would deepen poverty, widen disparities, and worsen health outcomes.

Over the next two years, federal and state policymakers face critical fiscal policy questions that get at the heart of where we are headed as a nation — who will get invested in, how will we finance those investments, and will we build toward a country where the economy works for everyone? In 2025, regardless of the outcomes of the elections this fall, policymakers will make a number of consequential policy decisions — from addressing expiring tax and health provisions to deciding who and what we will invest in as a nation — that will have a significant impact on the economy and the well-being of millions of people. CBPP is preparing for these debates now and will be deeply involved in shaping these decisions in ways that promote economic justice and broaden opportunity.

To further this work, CBPP seeks an economist to engage on macroeconomic, fiscal policy, and labor market issues. The ideal candidate will be a strong communicator looking to bring economic analysis to real-world policies and debates that will affect the nation’s future and the lives of millions of people. The ideal candidate will also have experience in one or more of the following areas: macroeconomics, fiscal policy, labor market issues, poverty and inequality, racial equity, housing, and discrimination. This position is an excellent opportunity for an economist who wants to engage deeply and meaningfully in critical policy issues. We are interested in candidates looking to join CBPP on a permanent basis (Chief Economist) or for 18-24 months (Visiting Scholar).

The Chief Economist or Visiting Scholar will be a senior leader within CBPP’s Federal Fiscal Policy team and will serve as an advisor to CBPP leaders, including the President, and as a resource to the entire organization. The Federal Fiscal Policy team analyzes the federal budget, budget proposals, and long-term budget trends. Its tax policy work focuses on revenue adequacy, fairness, racial equity, and tax compliance as well as the impact of tax policies on the economy. It also works on issues related to the federal budget process and its rules, which can have a significant effect on the policymaking process. The Federal Fiscal Policy team includes research assistants who would be available to assist the Chief Economist or Visiting Scholar and mid- and senior-level staff with expertise in budget issues, federal taxes, Social Security and disability policy, and the U.S. territories.

Applicants seeking long-term employment or a term position of 18 months to two years are welcome to apply. Those hired into a term position would be a Visiting Scholar, while those seeking a long-term position would be the Chief Economist.

Responsibilities

· Engage in key economic debates through writing, speaking, working with partners, participating in and planning convenings, talking to press, and engaging on social media.

· Partner with others at CBPP to engage with policymakers and their staff. The Chief Economist or Visiting Scholar will work on a mix of short- and long-term projects on a range of current economic debates.

· Keep abreast of the state of the economy and the latest macroeconomic data, including tracking key trends and analyzing their implications across different income and demographic groups.

· The Chief Economist or Visiting Scholar will engage on a number of potential issues. These may include:

o The advantages of strengthening the revenue base and addressing other shortcomings of our current revenue system, including its favorable treatment of high-income and high-wealth households and profitable businesses;

o The impact of federal and state fiscal and programmatic policies on labor market outcomes, particularly as they relate to marginalized populations and people in low-paying jobs and the special economic challenges they face;

o The importance of increasing public investment in people and communities, including how investments can benefit the economy overall, improve measures of well-being, and promote equity;

o The distributional and equity implications of tax and budget policies, including addressing persistent income and wealth inequality across racial and ethnic groups;

o The economic implications of the nation’s long-term federal fiscal trajectory;

o The role of monetary policy on the economy;

o Labor policies such as minimum wage, unemployment insurance, and paid leave;

o The economic impacts of economic and health security policies; and

o Trends in housing and impacts on households with low incomes.

Qualifications:

We don’t expect candidates to have expertise in all of these areas. We are seeking candidates with expertise in macroeconomics, labor economics, and some policy issues relevant to our work; a willingness to explore the economic questions in some new areas in partnership with CBPP experts; and a desire to engage in public debate to influence policymaking.

· Experience and interest in applying economic knowledge and principles to current debates;

· Ability to communicate economic principles and the impacts of government policies for non-academic policy audiences, including policymakers and media, and to help them understand how economic issues and policy decisions affect people and communities;

· Interest in working on issues that are in the public debate and that policymakers will decide on in the near-term, willingness to work in a fast-paced environment with quick-turnaround projects, and a commitment to CBPP’s mission (https://www.cbpp.org/about);

· The strongest candidates will have prior experience in engaging in national policy issues or prior experience in government or think tanks;

· Minimum ten to fifteen years of relevant experience; and

· Master’s degree or PhD in Economics. Related academic training or experience in the role of an economist will also be considered.

This position reports to the Senior Vice President for Federal Fiscal Policy.

Terms of Employment: Chief Economist: full-time, exempt, permanent.Visiting Scholar: full time, exempt, 18-24-month term.

Bargaining Unit Status: This is not a bargaining unit position.

Project: “Comprehending Human Action using Social Networks – CHAIN” n. 101164784 - ERC-2024-STG, HORIZON ERC Grants

Research Project:

The research project is focused on understanding how social networks influence the behavior of different groups: scientists, politicians, and ordinary citizens. It consists of three interrelated studies. The first study looks at how social media, particularly X, affects the work of scientists. By analyzing the X activity of economists, the research will explore how their online networks influence what information they find, how they collaborate, and the overall direction of their research. It will also examine whether social media leads to trends or "fads" in science that might not be beneficial. The second study investigates the role of congressional staffers in shaping U.S. policy. Using detailed data on staffers' backgrounds and their networks, this research will explore how these often behind-the-scenes players influence the decisions and priorities of Congress members. This study aims to uncover how these staffers impact voting behavior and policy outcomes. The third study examines the political impact of social media in India, specifically focusing on the messaging platform WhatsApp. It will analyze how a change in the platform's sharing policies—designed to limit the spread of information—affects conflict, beliefs, and election results in the world's largest democracy. This research will provide important insights into the effectiveness of such policy interventions in social media.

Job Description:

Successful candidates will work closely with Prof. Schwarz to jointly develop the CHAIN project. As part of this project the candidate will work on state-of-the-art research in micro-econometrics and NLP and social sciences.

Required Skills and Qualifications:

• Ph.D. in Economics or related social science with experience in NLP, large-scale data analysis, and causal inference

• Excellent programming skills in Python. Additional languages (Stata, R) will be considered a plus.

• Fluency in spoken and written English. Knowledge of Italian is NOT a requirement.
