ECONOMIST / Sr. ECONOMIST JOB DESCRIPTION

About CEGIS

Centre for Effective Governance of Indian States (CEGIS – pronounced See-Jis) aims to improve lives by helping Indian state governments deliver better development outcomes. We believe that well-functioning governments share at least four features with high-performing organisations: (a) outcome measurement and data driven decision making: which requires appropriate data collection (on both inputs and outcomes), analysis, insight generation, and decision making at different levels of government; (b) effective personnel management including – competency-based hiring and training, adequate staffing, appropriate job assignments, and performance measurement and management; (c) strategic public finance where attention is paid to both the quantity and quality of expenditure and revenue, and where resource allocation is based on evidence and cost-effectiveness; (d) and creating efficient systems to leverage markets and external actors (including for-profit and nonprofit organisations). At CEGIS, we support state governments to build these foundations so that they can deliver development outcomes more effectively.

CEGIS works closely with the political and bureaucratic leadership in Indian states to achieve transformational change. We are currently present in 8 states - Telangana, Tamil Nadu, Karnataka, BTR (Assam), Delhi, Chhattisgarh, Maharashtra and Odisha. We also partner with union agencies/ministries such as Capacity Building Commission, Ministry of Women & Child Development (MoWCD), Ministry of Statistics & Programme Implementation (MoSPI) to share insights from our state-level work and disseminate them broadly. We also collaborate closely with academics and research institutions to ensure our work is grounded in rigorous research and evidence-based practices.

CEGIS Approach and Model of Functioning

Our solutions to enhance governance are co-created with state governments in a “state-led” way, where we focus on deep partnerships with states with an iterative cycle of “think-demonstrate-document-transfer”. We work closely with the top bureaucratic leadership, front-line workers and public officials in Finance, Planning, Human Resources and a few other priority line departments. Many of our solutions reflect ideas outlined in our founder Prof. Karthik Muralidharan’s book (Accelerating India’s Development), and these solutions are constantly being refined based on real-time feedback and are designed to both be customized to the contexts we are working in, and to create templates that can provide the starting point for replication across contexts.

To further explore the mission of CEGIS and the impact we hope to have, please take a look at this video of our CEO, Dr Vijay Pingale.

Position Summary: Economist/Sr. Economist

As the demand for CEGIS’s offerings is growing, we aim to hire multiple Economists to join the “Economics and Statistics Unit” (ESU) at CEGIS to conduct economic analysis focused on state-level policy issues in India. In this pivotal role, you will be at the forefront of driving analytical work and conducting impactful research on policies and programmes that can boost the effectiveness of thousands of crores of public spending, and thereby improve the translation of public expenditure into development outcomes for millions of people.

Participants in this program will join an interdisciplinary community of scholars engaged in theoretically and substantively important research addressing the most pressing global issues of our time. The Watson School’s unique structure - including scholars from a wide range of disciplines who are also appointed in partner departments - allows post-docs to benefit from both a broad academic community while remaining closely connected with top scholars within their discipline, thus allowing them to pursue research and participate fully in the intellectual life of the School. Postdoctoral Research Associates will also teach one course per year, to be negotiated with the selected candidate so as to minimize disruptions to their long-term trajectory, as well as present a work in progress to an interdisciplinary group.

The selection process is highly competitive; we anticipate selecting 1-2 scholars within this particular search. Applicants must have received their Ph.D. since September 1, 2024 or intend to receive their Ph.D. before July 1, 2026. Individuals who are currently – or have previously been – postdoctoral fellows or postdoctoral research associates in other programs are not eligible to apply. Watson Post-Docs will receive a competitive salary, for this benefits-eligible position. Additional funding will be made available for research expenses and research-related programming on campus.

Selected candidates who have not completed all requirements for their doctoral degree by the position start date will be appointed as a Research Associate at a reduced salary until all degree requirements are completed.

For this position, Brown offers only the J-1 visa classification to scholars who need immigration sponsorship in order to enter the U.S. and commence lawful employment under the terms of their appointment.

Qualifications

This postdoctoral position offers early-career scholars the opportunity to pursue independent research while engaging with leading faculty across both the Watson School for International and Public Affairs and the Department of Economics. We are seeking an economist whose work focuses on issues in applied microeconomics, including (but not limited to) applied econometrics, development economics, economics of education, industrial organization, labor economics, public economics, and urban economics. The ideal candidate will have research that is clearly relevant to current policy issues and be interested in engaging with scholars across a broad range of disciplines as part of the community at the Watson School.

Application Instructions

To receive full consideration, the following materials should be submitted by January 15, 2026 to the Interfolio application portal: https://apply.interfolio.com/177223

  • A cover letter that makes clear how the candidate will thrive in and contribute to both Watson’s interdisciplinary environment, as well as how they would contribute to the research and/or teaching missions of our diverse and inclusive university community.
  • An up-to-date curriculum vitae.
  • A copy of the applicant's graduate transcript(s)
  • A writing sample, preferably the job-market paper or other article.
  • Three confidential letters of recommendation from scholars familiar with the applicant’s research.

The Department of Economics in the Faculty of Arts and Science at Concordia University invites applications for a tenure-track position at the rank of Assistant Professor in Empirical Urban Economics of Transportation Electrification, an area aligned with the Volt-Age electrification research program. Duties include research, teaching at both the graduate and undergraduate levels, and service to the institution. The ideal candidate will conduct empirical research on the economics of transportation electrification, with particular interest in policy-relevant impacts on housing markets, land use, travel behaviour, equity, and/or decarbonization outcomes. Using causal identification strategies, the research is expected to examine how electrification investments interact with behavioural responses, incentives, and/or economic conditions to inform effective, equitable, and sustainable policy design.

Candidates must have completed their PhD in Economics or be near completion at the start date of the appointment. The main criteria for selection are scholarly and teaching excellence. The successful candidate will demonstrate excellent potential in empirical economics, with strong skills in causal inference and applied econometric methods. Priority will be given to candidates whose current research examines the economic impacts of transportation electrification, including, for instance, electric vehicle adoption, EV charging infrastructure, urban and regional outcomes, travel behaviour, housing and land-use markets, and other related policy or equity issues. The successful candidate will provide evidence of high-quality scholarly output that demonstrates potential for independent research leading to peer assessed publications and the securing of external research funding, as well as strong potential for outstanding teaching contributions and course development at both the undergraduate and graduate levels.

Candidates are encouraged to share any career interruptions or personal circumstances that may have had an impact on their career goals (such as the decision to have a family, eldercare, illness, and so forth) in their letter of application. These will be carefully considered in the assessment process. The Department values diversity among its faculty and strongly encourages applications from those who will contribute to that profile. Concordia University is an English-language institution of higher learning at which the primary language of instruction and research is English. Since this position supports academic functions of the university, proficiency in English is required. Working knowledge of French, including reading and grading student work in French, is an asset.

All qualified candidates are encouraged to apply; however, Canadians and Permanent Residents will be given priority. To comply with the Government of Canada’s (Immigration, Refugees and Citizenship Canada) reporting requirements, the University is obliged to gather information about applicants’ status as either Permanent Residents of Canada or Canadian citizens. Yes, I am a citizen or permanent resident of Canada

No, I am not a citizen or permanent resident of Canada

All candidates should apply online at econjobmarket.org. Applications should be submitted by January 26, 2026 and must include a cover letter clearly identifying the title and position code, a detailed curriculum vitae, a job market paper, research and teaching statements, evidence of teaching effectiveness (if available) and letters from at least three referees. Applications will be reviewed until the position is filled. Only short-listed candidates will be notified. The appointment is expected to commence on August 1, 2026. Inquiries may be directed to the Chair of the Department of Economics, Dr. Jorgen Hansen, at Jorgen.Hansen@concordia.ca.
