This one year course makes use of the Final Year Thesis or Final Year Capstone Project with their associated spoken and written components to maximize the language and literacy gains from carrying out this significant piece of work. The course supports students in producing the communicative components of the project and, though iterations of those components, further develops and refines their ability to present and write at a high level in an academic context.

Incorporating non‑bank financial institutions into a system‑wide stress‑testing framework, alongside vulnerabilities such as liquidity, firesales, redemption, and counterparty risks across banks, households, pension funds, and insurers, would improve identification of when the Canadian financial system could generate spillovers and inform policies to mitigate those risks. Although pension funds and insurers are typically viewed as financial stabilizers due to their long‑term funding and risk‑pooling roles, they can become sources of amplification depending on their interconnectedness with other financial institutions
2. Expand the scenarios simulation model to improve reverse stress-testing capabilities
Reverse stress testing identifies the shocks, macro‑financial scenarios, and contagion channels that could generate system‑wide stress severe enough to damage the real economy. Unlike traditional stress testing, which evaluates resilience to a given scenario, it focuses on the conditions that would cause failures in the financial system. Machine‑learning methods could help identify the most harmful scenarios for the financial system.
3. Integrate a network contagion modelling into the Bank’s system-wide risk simulation toolkit
Interconnections can propagate risks throughout the financial system. For instance, cross-ownership of mutual funds by banks, lines of credit to non-banks, or households' deposits across institutions are network effects we want to better understand and integrate.
4. Develop a confidence channel for contagion across economic agents and financial markets and integrate it into the Bank’s system-wide risk simulation toolkit
Perceived confidence channels can amplify contagion to the financial system, generating for instance liquidity hoarding mechanisms among various financial market participants.
5. Explore the development of an agent-based model for system-wide stress-testing leveraging AI agentic tools
The next generation of agent-based model may lend itself to the use of agentic AI to simulate contagion behaviors.
What does the financial stability department of the Bank of Canada do?
The financial stability department monitors developments in the Canadian financial system, conducting analysis and research to assess vulnerabilities and risks for the Canadian financial system and to inform macroprudential policies. The department supports the Bank’s crisis management mandate—including provision of liquidity to financial institutions facing stress—and the Bank’s role as resolution authority for domestic designated financial market infrastructures. Research in the department contributes to the deepening of the understanding of financial stability and financial system issues.
The successful candidate would interact with the Modelling and Analysis of Risks team, a departmental hub composed of PhD researchers dedicated to developing and applying modelling innovations that deepen our understanding of financial stability risks, especially systemic risks.

185136 - Teaching Fellow (Departmental Lecturer) in Economics
Grade 8: £49,119 - £58,265 annum (with a discretionary range to £63,489 annum)
The Department of Economics is seeking to employ a Teaching Fellow (Departmental Lecturer-TF/DL) in Economics. The post is tenable for three years, and the successful candidate must be available to start no later than the autumn of 2026, as the role is currently vacant.
The principal task of the Departmental Lecturer will be to work with academic colleagues in the Department of Economics and with professional colleagues within the Saïd Business School to develop teaching materials for the MSc in Applied Financial Economics (MAFE) course. The MAFE is a new hybrid (part on-line, part in-person) degree which is due to take its first cohort of students in 26-27. Much of the academic content, which covers topics in micro, macro and financial econometrics, already exists and is currently being taught on the highly successful MSc in Financial Economics (MFE). However, the content of the MFE, which has been developed for in-person teaching, needs to be adapted to the requirements of high-quality on-line learning. It is this adaptation which will form the bulk of the postholder’s responsibility in the first two years in the post. Afterwards, the postholder will be expected to continuously maintain and review the materials for the MAFE and will also be required to deliver lectures and supervision at other programmes within the Economics Department.
The teaching and supervision load will be 336 ‘stint points’, which is the unit in which teaching and supervision contributions are measured. The total amount of teaching and supervision must not normally exceed this without the approval of the Head of Department.

Reporting to the Associate Head of Resources, the post holder will be required to provide lectures, classes and supervision, and to undertake advanced academic study in support of their teaching. The post holder will also be required to undertake administrative tasks at the Department, such as examination, admissions and teaching-related committee work. The lecturer may be asked to contribute to undergraduate tutorial teaching in a College.
The Department offers different programmes both at undergraduate and graduate level. The teaching involves giving lectures, classes and tutorials. Depending on the programme, supervision might be provided in small groups or individually.

The successful candidate will be appointed from 1 October 2026 (or as soon as possible thereafter) for a period terminating no later than 30 September 2030. This is a prestigious career development post which will provide a promising academic with opportunities to develop as a researcher and university teacher.
The main duties of the post will be: to undertake innovative research in Economics; to contribute to the wider academic research projects in the University in Economics, including establishing productive research collaborations with other academics in Oxford or elsewhere; to teach undergraduates studying Economics for an average of six weighted hours per week in full term; and to share in the organisational and pastoral responsibilities for students of the college studying Economics.
